Major mobilisation regarding Bill 22 on expropriation

After many years of waiting and mobilizing to protect the last green spaces in our municipalities, the Quebec government has just introduced its bill to amend the rules on expropriation. Amending the law is essential, among other things, to enable municipalities to expropriate land at a reasonable cost from developers and speculators who are currently preventing towns and cities from protecting natural areas for the benefit of their communities.

However, the current version of Bill 22 must be amended to meet the environmental challenges we face!

Rosemère Vert, the Coalition Terrains de golf en transition and the Green Coalition invite you to question the MPs concerned and to support the recommendations made by the experts of the Centre québécois du droit de l'environnement (CQDE)*.

2.     Answer Question 1) by saying that you "completely agree" with the objectives of the bill.

3.     In Question 2, comment on the main points of the bill (you can copy and paste), for example:

"I agree with the objectives of the Expropriation Bill, but the means need to be strengthened, particularly on the subject of disguised expropriation and compensation. I therefore support the recommendations of the Centre québécois du droit de l'environnement (CQDE). 

To ensure the health and safety of citizens in the face of the crises of climate change and biodiversity loss, municipalities must be able to expropriate land at an affordable price, free from speculation".

In the CQDE's view, Bill 22, in its current form, could increase the risk of legal proceedings against municipalities and does not address either the issues surrounding disguised expropriation or the question of compensation.

We have a unique opportunity to change the rules governing expropriation in Quebec. Let's demand legislation that measures up.
